Our Tactical Command curriculum has prepared commanders to successfully manage tactical teams and critical incidents. Proper preparation begins with education in the areas of: policy, management, the selection process of team members, training guidelines, and equipment procurement. These areas, in addition to legal, ethical, and moral decision making, command and department liability concerns, command post operations, critical incident management, SWAT fitness standards, and tabletop exercises are integral components of our Tactical Command Program.

Our Advanced Tactical Command Program covers legal updates, establishing a SWAT team training matrix, media relations for commanders, integration of snipers and entry/perimeter team personnel, multi-team and multi-jurisdictional operations, and advanced tabletop exercises. Comments on our courses from tactical commanders include:

The OpTac International Tactical Command Program was absolutely beneficial. The instructors were knowledgeable, experienced, and respected. This course is based on industry standards created by benchmark teams and their leaders. It provided me with information to determine if our team is compliant in all areas of SWAT operations. Thank you!

Lieutenant Anthony Cobaugh
Louisville, Kentucky Police Dept.

Thanks again for your attention to realistic training details in the OpTac International Advanced Tactical Command Program. I feel much better now having taken your course. My command staff and I both looked at your presentation and compared it against programs we feel are also putting out some "dialed in" material. Your program can go toe to toe with anyone's. We went in open to your material and ideas and were not disappointed. Youâve earned our respect.

Assistant Chief Rick Parker
Jacksonville, Florida Sheriff's Office

The OpTac International Tactical Command Program was without question beneficial. The instructor knowledge and experience combined with text book material brought total understanding and opened ideas for students. The scenarios [tabletop exercises] really boost your confidence after lecture material gives you the foundation. ...With this class I feel tremendously more confident to make a decision.

Sergeant Ken Hadnott
Greenville, North Carolina Police Dept.

  • Free Emergency Radio Communication Training

The New York City Amateur Radio Emergency Communication Service (NYC-ARECS) is now offering free training in emergency radio procedures for anyone involved in volunteer search-and-rescue or disaster response. Two types of training are available.

Hands-on training will occur at public events citywide all summer. The events range from short walk-athons to boat races to the world's largest group bicycle tour. Volunteers will receive basic instruction in proper radio procedures using either Family Radio Service (FRS) or, if they have appropriate FCC-issued licenses, amateur radio equipment. They will then provide real-time support communication for the event. This is a "jump in at the deep end" approach, but plenty of mentoring will be available. Volunteers who already own radios should bring them, while those who do not can borrow them from NYC-ARECS members.

While these events may not sound like emergencies, communication organizations nationwide have come to realize that they are ideal training environments. Unlike "canned" simulations or tabletop exercises, a large public event presents the unpredictable pace and pressures of a real emergency. Furthermore, the communication needs of public events are strikingly similar to the communication needs of major emergencies. From a communications standpoint, a foot race looks a lot like an evacuation.

For a complete schedule of upcoming events, go to www.nyc-arecs.org and click the "Events" tab. Volunteers should try to attend several events, since communication skills improve with practice. The training is free — simply contact Alan Dove (alanwdove@earthlink.net) or Charlie Hargrove (n2nov@nyc-races.org) at least two weeks ahead of any event you plan to attend.

The second type of training is amateur radio licensing classes. FRS radios can be made useful in the right hands, but for truly robust communication, every emergency and disaster volunteer should consider getting a ham radio license. The vast range of frequencies and modes available to hams, and the ability to modify the equipment, continue to make amateur radio the only fail-safe communication system.

Getting a ham license no longer requires learning Morse code, and NYC-ARECS instructors can guide even nontechnical students through the knowledge needed to pass the multiple-choice exam. This class is scheduled according to demand, and can be organized as a series of two-hour evening courses or as a weekend-long "crash course." The course itself is free, but students will need to purchase the text ($20 at www.amazon.com) and pay a $12 fee for the final licensing exam.

When an emergency occurs, it's a "come as you are" party: good intentions are meaningless, and all that matters are the skills and equipment you already have. Hone your emergency communication skills early and often, before someone's life depends on them.
